[B] Scope of Service:

(1) Vendor needs to provide an early warning system to enhance the online data reporting tool solution and contract with a provider for a digital program. The Early Warning System platform should provide Utah educators with a rich and centralized data source for identifying at-risk students, understanding patterns and trends, implementing tiered interventions and support, and progress monitoring to ensure the success of each and every student.
1. Combine academic, attendance, behaviour, and social-emotional learning data into one platform for teachers and administrators. The solution should provide one integrated school improvement and intervention solution.
2. The solution should empower educators to create, assign, and monitor the progress of tiered interventions and supports, and align the interventions with other key performance indicators to support all students’ progress toward on-track graduation.
3. The solution should include evidence-based measurement of Social-Emotional Learning (SEL) and strategies for educators to improve SEL skills embedded within the reporting platform.
4. The solution should have Dashboard views providing unique insights around student achievement and equity.   Within the platform, depending upon permission levels, educators should be able aggregate and disaggregate data at the state, LEA, school, and student levels, as well as filter data by student demographics, which helps educators create and maintain equitable learning environments.
5. The solution should include a Mental Health Screening Program, created by Utah’s Division of Substance Abuse and Mental Health Division and the Utah State Board of Education as an optional stand along option or an integrated option of the solution.  
(2) Essential Functionality for the USBE Early Warning System
A. Data Integration
• Ability to integrate academic, attendance, behavioural, and social-emotional learning data into one dashboard
• Ability to integrate nightly with the LEA Student information System (SIS), including Aspire, PowerSchool and other critical data systems, such as Educator’s Handbook, and Accidence data.
• Ability to visualize Assessment data at the overall achievement and sub score level, specifically for Accidence
• Ability to collect and integrate school climate and social-emotional learning survey data
• Ability to provide an expert client success team that works closely with district data teams to create an efficient and customized data plan for seamless integration and has experience implementing similar programs at the state level.
Survey Content and Design
• Research-backed, valid, and reliable social-emotional learning instruments for students and teachers, aligned to the CASEL framework, that have been used at scale across the country.
• Social-emotional learning surveys that can be customized to match the needs of Utah LEAs while retaining validity and reliability
• SEL measures translated and validated in multiple languages, to ensure an inclusive and accessible program
B. Implementation and Administration
• Access to a large, responsive customer service team with demonstrated experience supporting other State Education Agencies in successfully implementing and administering of similar projects
• Ability to collect data on students’ social-emotional skills from both students as well as educators
C. Data Analysis and Reporting
• Ability for Utah educators and leaders to view SEL results alongside attendance, behaviour, and academic data
• Ability to aggregate and disaggregate data at the state, district, school, and student levels
• Ability to organize students into groups and monitor their growth across four key indicators: on track for college/career readiness, on track for graduation, at risk, and critical risk
• Ability to integrate different data systems across school districts, with differentiated reporting for each district, depending on district context
• Ability to analyse data by meaningful groups including demographics, Free and Reduced lunch, English Learner, D. Students with Disabilities, attendance, and academics
• Ability to group students by demographic information to understand trends and patterns
• Ability to view SEL results across both student and teacher perceptions, with the ability to explore online or print
• Ability to see national benchmark comparisons with a national data set larger than 2,000,000 respondents
• Ability to configure secure role-based permissions to ensure that each authorized user can access their data and only the data to which they are authorized
• Ability to view social-emotional learning data at the student level, so
