[B] Scope of Service:

Vendor needs to provide independent personnel investigations services for safety and/or non-safety personnel matters on an as-needed basis to the government authority located in Fullerton, CA.
- The City of Fullerton desires to engage the professional services of qualified, skilled, and experienced outside investigative firms to provide as-needed services including but not limited to: administrative and/or disciplinary investigations, which includes confidential employee investigations into allegations of misconduct, discrimination/harassment/retaliation complaints, violation of departmental rules and regulations, violation of state and/or federal laws, etc. Services will include conducting interviews, analysing evidence and assessing witness credibility, summarizing the case in a written investigative report. Investigations involving labor groups are to be conducted in compliance with their respective Memorandums of Understanding (MOUs) and all applicable laws.
• Knowledge of and familiarity with Peace Officers Bill of Rights (POBOR) and Firefighter Bill of Rights (FBOR)
• Experience in conducting safety (Police and Fire) investigations (i.e., allegations of employee misconduct, discrimination/harassment complaints, etc.) with local government and/or public sector within the last ten (10) years.
• Consultant must meet all insurance requirements as described in Section IV, Professional Services Agreement
• Meet with the Chief of Police or Fire Chief (or designee) to discuss expectations, timelines, processes, and resources.
• Present the manner and method of the investigations for approval to the Chief of Police or Fire Chief (or designee) prior to the commencement of the investigations.
• Provide thorough investigation services incompliance with POBOR or FBOR as applicable.
• Conduct personnel investigations and interrogations in compliance with applicable bargaining unit agreements (MOUs) and POBOR or FBOR.
• Use only experienced investigators to conduct the investigations.
• Interview subjects, witnesses, and complainants in compliance with applicable bargaining unit agreements and POBOR or FBOR.
• Record all interviews.
• Collect and analyze investigation-related information to facilitate the investigation process.
• Provide investigation reports, to include findings and supporting documentations within the estimated timeframe as agreed upon between the City of Fullerton and the investigator in charge.
• Assume full responsibility for the accuracy of the investigation.
• Meet with City Manager and/or other City of Fullerton authorized parties to discuss the investigation as needed.
• Provide executive summaries, testimony transcriptions, and summary reports when requested.
• Maintain the ability to provide services on an as-needed basis.
• Conduct follow-up investigations and prepare addendums/modifications to summaries and/or reports when required based on findings.
• Assist with any associated legal matters with the initial personnel investigation.
