[B] Scope of Service:

(1) Vendor needs to provide authorized third party electronic partner service and system
- Core Services:
- Payment Gateway Solution:
- The Department has adopted an approach to encourage the use of online services by reimbursing the Contractor for credit card charges. With this approach, a customer need not be charged or pay an additional fee or surcharge for use of online transactions even with the use of credit cards which occurs in many other jurisdictions,
- Renew by Mail Outsourcing:
- customers, over 300,000 per year, still prefer to renew their vehicle registrations by mailing in their renewal notices with a check, Processing vehicle registration renewal transactions submitted by customers through the mail on standardized forms with checks as the accepted tender type,
- Call Center/Help Desk Support:
- to outsource its call center and help desk support functions,
- This includes external customers/public, business partners, and suppliers, offerors shall propose a plan to provide Level 1 and Level 2 help desk services to these parties for business hours – Monday-Friday 8:00 am – 5:00 pm
- Optionally, offerors can propose call center/help desk support on a 24 hours a day, 7 days a week basis,
- MSA for MvM Staffing and Consulting Services:
- Group comprises approximately 60 technology and business professionals, all of whom are contractors,
- eGov Administrative Services: eGov Payment Agent, eGov Contract & Fund Administration, eGov Program Management,
- Innovation Criteria for eGov:
- The Contractor will serve as the payment agent for the Department for eGov-related expenditures,
 - Fees to be paid to the Department ; Department funds must be made available to the Department and deposited into its account within two to three (2-3) business days of the credit transaction being completed, Payment processing fees to be retained by the Contractor, Reimbursement fees authorized by Third Party Statutes
- Optional Services:
- Customer Field Office Transformation: Kiosks, Cash Device and Services Provider, Virtual/Remote Customer Service Representative Network/Payment, Fraud Team, Field Office Network,
- Business Portals
- Business One-Stop Hosting & Operations
- Hosting, Development, and Maintenance
- Offline Store-and-Forward Portal.
(2) A pre-proposal meeting will be held on May 19, 2021.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
