[B] Scope of Service:

(1) Vendor needs to provide household travel survey for the travel demand model to the government authority located in Greensboro, NC.
- Project Management Plan:
- to initiate the project, discuss the work plan, and project schedule, and define project management roles and responsibilities. The work plan shall include plans for risk management (including, but not limited to, the incomplete collection of target sample size) and quality control, identify key staff, and indicate staffing plans (including plans for handling departure of key staff).
- The survey will collect data on the number, duration, location, purpose, mode, and time of day that travel is engaged in by all persons within sample households during a specific 24-hour survey day. In addition, basic socio-economic information will be collected about each household or person
- Develop a survey sampling plan:
- Provide a recommended definition of the household for the survey considering how the survey data would be expanded for travel forecasting purposes
- Survey duration will be twenty-four(24) hours on weekdays with schools in session, excluding regional “black-out” dates that will be identified during the start-up meeting
- Minimum 4,800 samples will be collected for the study area.
- Developing survey instruments and data collection procedures:
- Data collection procedures including: Propose the most effective survey instrument(s) and method of administering the survey, non-English speaking or writing households will be handled, Approaches to handle proxy reporting, Data checking, editing and validation, Coding of missing data, Techniques to be used to reach households that are difficult to contact,
- Interviewer training and quality assurance:
- The training program to be provided for interviewers, where interviewers are used. All interviewers shall receive thorough and complete training.
- Conducting a pilot survey and analyzing the results:
- address issues in the pretesting of the survey instruments as necessary and conducting a full pilot survey testing the entire survey process, including drawing the sample, conducting the survey, coding the data, performing basic analyses of the data, as well as implementing quality control
- Refining survey methods, materials, and procedures:
- Review with the PM the survey format, the results of the pretest or pilot survey, and any issues (including, but not limited to, administration, instrument, data retrieval, cleaning and processing, and geocoding) and recommend any final revisions to the survey methods, materials, and procedures;
- Deliver the final version of all survey instruments and materials (diaries, forms, scripts, letters, and internet web-based survey as appropriate, GPS specific materials, and other relevant materials in both electronic and hard copy versions).
- Conducting the main survey:
- Survey selected sample using the final survey methods, materials and procedures developed and approved
- Data coding & analysis:
- Complete interviews/surveys; where a completed survey is defined as one that includes a completed household & person questionnaire and completed activity and travel surveys for all persons for the designated survey day,
- Developing weighting and expansion factors:
- recommend a methodology for developing weighting and expansion factors for the survey data.
(2) A Non-Mandatory pre-proposal meeting will be held on October 18, 2021
(3) All the questions must be submitted no later than October 20, 2021.
