[B] Scope of Service:

(1) Vendor needs to provide vendor service contract for interim public safety answering point director.
- Improve 911/emergency communications workflows and business processes to achieve maximum operational effectiveness and time efficiency.
- Improve the quality of call taking services to citizens who call 911 to report emergency situations.
- Establish and measure 911/emergency communications operations performance based on public safety industry performance metrics.
- Implement a Universal Call Taker initiative that will replace the current workflow of 911 callers being transferred from MPD to MFD.
- Develops short and long-term goals and objectives for the division and a strategic plan to accomplish those goals; evaluates division performance and achievements; reviews and/or develops reports regarding division operations; and monitors compliance with established standards, policies, and procedures.
- Leads the investigation into citizen complaints, recommending policy and procedural changes if needed and, when necessary, mandating remedial training and/or discipline.
- Improve 911 ten-digit (10-digit) answer time and call taking processes.
- Improve citizen interaction and assessment of MPD/MFD 911 call-taking operations.
- Improve the ability to achieve maximum operational effectiveness and time efficiency for 911 call taking operations.
- Ensure the new combined PSAP meets/exceeds all desired objectives and performance goals in 911 call taking operations, call handling, dispatch, response times, emergency medical dispatch, fire operations and police operations.
- Assist in determining staffing levels and filling of vacancies.
- Ensure minimum mandatory staffing levels are consistently met.
- Ensure 911 Operators are trained to proficiency which will require a different amount of time for each system (Solacom 911 system, new CAD/Mobile system, new PSAP workflows, business processes, policies and procedures, and UCT certification).
(2) All questions must be submitted no later than December 3, 2021.
