[B] Scope of Service:

Vendor needs to provide EMS strategic planning and development services.
- EMS system including, but not limited to, EMS clinicians, EMS educators, agency leadership, hospitals, primary care clinicians, specialty care, legislators, and the general public.
1. Current System Status
a. Detail current staffing, operations, systems, and regulatory framework. This provides the basis for the future of the organization by detailing from the current baseline/status.
2. Strategic Positioning
a. Includes the mission and vision of the organization as well as an “elevator pitch” of where Maine EMS wants to go in the next 10-15 years.
3. Environment (PESTLE – Political, Economic, Social, Technological, Legal, and Environmental)
a. Details the environment in which Maine EMS operates and focuses on the overall landscape instead of just the role of Maine EMS. This section should account for best practices from similar state systems.
4. Stakeholder Analysis
a. Includes the locus of control (internal vs external) and the intensive (high vs. low) of the stakeholders that play a role in the success and failure of Maine EMS organizations. Interviews with stakeholders of all levels should include, but not be limited to: EMS licensees (EMS clinicians, educators, agencies, educational institutions, EMD professionals, EMD centers), medical directors, hospitals, specialty care centers, legislators, members of the public, state partners (Maine DHHS, Maine CDC, Office of Rural Health, etc.), and stakeholder groups (Maine Ambulance Association, Maine Fire Chiefs Association, Maine Chapter of the American College of Emergency Physicians, etc.).
b. Must also include lessons gleaned from both the reports that were completed in 2016 and 2004, respectively. Outstanding items from those reports must be evaluated and incorporated, as appropriate, as part of the planning process.
5. Planning
a. Develops plans for Maine EMS regulatory framework, regional infrastructure, community paramedicine, operations, sustainability, communications, and any other area of Maine EMS as determined by the Board during the visioning process.
6. Leadership Challenges
a. Discusses issues that may arise within Maine EMS leadership or organizational structure.
- Final Strategic Plan
1. The selected Bidder will gather the comments received during the draft strategic plan presentation and implement the desired feedback.
2. The selected Bidder will at this time develop any necessary visuals and graphics for the strategic plan.
3. The selected Bidder should plan on developing and delivering three strategic plans:
a. A full strategic plan that as defined in the Deliverables section below.
b. A summary strategic plan that is more likely to be read by board members, stakeholders, members of the public, etc.
c. A presentation format that can be shared with the community, presented to the board, legislators, and other stakeholders.
