[*] Scope of Service:

(1) Vendor needs to provide strategic planning services.
- Incorporate input from bureau employees, community members, pertinent City agencies, as well as other organizations and stakeholders, including incorporation of previously developed community recommendations
- Create shared ownership through the planning process
- Provide an actionable, measurable, time-based, and flexible roadmap to act as a benchmark for progress and a system of accountability within the agency and public safety bureaus over the next three to five years
- Create greater cohesion and coordination among agency and the four public safety bureaus to align the bureaus’ governance structure with City goals Successful community engagement will:
- Provide meaningful outreach and relationship-building with diverse community groups, especially underrepresented groups that have not had a strong voice in city governance
- Ensure transparent and accountable communication and follow-through with community stakeholder groups
- Create shared ownership of the vision for the community safety system and the strategic plan
(2) A Non-mandatory pre-proposal meeting will be held on November 30 and December 8, 2022.
(3) All questions must be submitted no later than December 9, 2022.
(4) The contract period will be for five years.
