[*] Scope of Service:

(1) Vendor needs to provide home acres community rehabilitation and neighborhood safety program consulting services to the government authority located in California.
- The consultant shall be responsible for the administration of the housing rehabilitation and neighborhood safety program and ensuring that the program complies with all applicable local, state, and federal requirements and any other legal requirements and any other legal requirements such as truth-in-lending and fair housing.
- Develop Program Guidelines and Materials:
A. Review survey results from Home acres residents (Home Rehabilitation surveys) and available data regarding housing conditions and the real estate market in the neighborhood. Provide recommendations for programmatic parameters to address community needs.
B. Develop program guidelines, marketing and outreach strategy and underwriting criteria for the program. Develop program materials including application form and loan documents. Translate program materials into Spanish, Tagalog and other languages as needed.
C. Contact lenders that may be interested in partnering to provide private funding for housing rehabilitation.
D. Establish a list of local and/or regional construction contractors interested in participating in the program and providing single family residential rehabilitation.
- Task 2 - Program Marketing
A. Assist County staff with development of a program website to provide information to interested homeowners and allow for online applications.
B. Develop marketing materials to promote the program.
C. Conduct outreach and marketing of the program to residents of the Homeacres Neighborhood.
- Task 3 – Program Delivery
A. Manage program workflow to ensure the timely expenditure of program funds and assist interested homeowners to complete the application process.
B. Conduct eligibility determination and underwriting process. Make recommendations to County staff for final loan and/or grant approval. Produce loan/grant documentation.
C. Conduct loan/escrow closeout.
D. Facilitate participant interactions with private lenders when appropriate, including coordination with lender. Provide loan/grant monitoring, as required by the County and the funding source.
E. Prepare project files and program reporting as needed by the County and funding source.
F. Support staff in the preparation and/or submittal of all reports required by the Homeacres rehabilitation program, including draw-down requests, close-out statements, and regular reporting documentation.
G. Review the guidelines for conformance with all regulations and provide any recommended changes.
- Task 4 – Program Oversight
A. Conduct home inspections and assist with development of rehabilitation scope of work.
B. Prepare bid packages and manage the procurement process.
C. Coordinate with Title company to establish and manage the escrow process for housing contractor compensation.
D. Prepare construction contract. Conduct pre-construction meeting with selected contractor. Send notice to proceed to contractor.
- Task 5 – Future Funding Assistance
A. Assist County to identify additional funding sources if current funding is found to be insufficient to housing rehabilitation and neighborhood safety or other Homeacres neighborhood needs.
(2) All questions must be submitted no later than June 22, 2023.
(3) The contract period will be for three years.
